Rothbard begins by examining the work of the Enlightenment philosophers, such as John Locke and Jean-Jacques Rousseau. He argues that these philosophers made a fundamental error in their understanding of human nature. He argues that the welfare state, the regulatory state, and the warfare state are all based on the false ideas of modern philosophy.
